While as of now these are suggestions it looks like the PGCB wants shotgun partnerships with casinos and language of gambling plus ring fencing. Stay tuned. The meeting is June 1.

But so far, gross revenue tax, consumer protections, no mention of forced casino partnerships! HB 2150 not printed yet but looks to be soon.

So will PA players be able to continue to play until it happens?

Don’t know. I would think so.

    Is this similar to NY?

Doesn’t seem similar at all, NY attorney general said that DFS was illegal that hasn’t happened in PA. Instead they are proposing a bill to regulate DFS so doesn’t seem like we will have any stoppage in service pending the bill

No reason to think that Pennsylvanians will not be able to continue to play DFS. Pennsylvania has surprisingly gone about this the right way. No quick overreactions to DFS in the news and no AG trying to make a name for themselves. They passed a law to have the Gaming Control Board evaluate fantasy sports as a “gambling product,” DEFINE fantasy sports (this is important), and submit a report. Once that was completed, they have worked on crafting this bill. They have actually taken a measured approach to passing this bill. So far so good but a lot can still change. I think the biggest thing we need to avoid is partnerships with casinos.

It’s out. From what I can see..

Licensing fee lesser of 50k or 7.5% of adjusted gross revenues, 5% Gross Revenue tax, 5k renewal fee, Act takes place in 180 days for sites to get their licensing. Unless a legal analyst says boo, I think it looks good!

Edit: And no appearance of casino partnerships.

    I didn’t receive it yet. But… NIIIICCCEEE!!!!!

Part of me thought I was missing something once I read it. I was in disbelief. I thought for sure there would be some casino favored twist I overlooked.

    Only in committee. See http://www.palegis.us/mtngs/?q=H

I think it will pass the full Assembly and Senate as well, but as we saw with the recent poker debacle, if there’s some special interest that wants something namely VGTs at social clubs, the bill could get harpooned. You also have a few Nanny State soccer mom suburban Dems and ultra conservative “no gambling expansion” types namely from Lancaster County to contend with. The vote will likely mirror poker and looks pretty good if special interests stay out of the fray.

Things get confusing..Why are other states trying to put into law DFS to be considered as legal gambling, yet some states like NY having laws placed saying DFS is a game of skill, and not gambling?

Semantics depending on how current laws are written or the approach lawmakers want to take to try to get DFS legalized/regulated within each state. I have no problem with calling DFS gambling and regulating it as long as the casinos are not involved as partners.

The NY constitution specifically prohibits gambling so they had no choice but to focus on the skill of DFS as the predominant factor. Each states’ constitution will be different and I assume there is no obstacle like this in Penn.

On a side note, Pennsylvania should be easy to pass because DFS is just 1 of many things in that huge gambling expansion bill. Early congrats to Penn people!
