Antonio Callaway (Suspension) to be Activated Today
Callaway will be activated today after serving his four game suspension to start the season. He is expected to step in and be the third WR, pushing Damion Ratley down a spot.

Callaway has also been working back from an ankle injury, but he is expected to be healthy and ready to return. He will look to displace Damion Ratley as the third WR option.

Higgins will miss another game, leaving opportunity for Damion Ratley to see some targets in Baltimore. Ravens WR Marquise Brown sees a boost as expected with Ward and Williams out.
Browns WR Rashard Higgins Inactive for Tonight's Game
Higgins' absence will open up opportunity once again for WR Damion Ratley, who caught two of three targets for 50 yards in Cleveland's win on Monday Night Football in Week 2.
Rashard Higgins (Knee), Dontrell Hilliard (Concussion) Inactive Week 2
Hilliard had already been ruled out earlier and is primarily a return man. Higgins is a bit of a surprise, as he had declared himself able to play last week. Damion Ratley will be the 3rd WR option for the Browns tonight behind Odell Beckham Jr. and Jarvis Landry.
Rashard Higgins (Ankle) Expects to Play Week 2
Higgins said he expects to play Monday night, but it will be important to track his practice participation this week. He had a limited role Week 1, catching 2 of his 3 targets for 46 yards. Damion Ratley will move into the 3rd WR spot if Higgins can't play.
WR Rashard Higgins (knee) ruled out for Sunday
As expected, Higgins still isn't recovered from his knee injury. Jarvis Landry and Antonio Callaway should soak up a couple extra targets in the best matchup for wide receivers on the slate against a putrid Bucs secondary. Damion Ratley saw nearly 90% of snaps and 8 targets in Week 6 with the Browns in comeback mode and now merits some punt consideration given the matchup.
